- What is an HOA? The Declarant for the
Winds of Tatum community has planned certain Common Areas and
recreational amenities within the community seeking to
enhance property values for its residents. Maricopa
County requires that an entity be formed which will own
and maintain these Common Areas in perpetuity. The
Declarant desires to carefully establish and to give the
authority in the future to control architectural
integrity. To meet these requirements, the Declarant
has formed a homeowners association (HOA), incorporated as a
non-profit Arizona corporation and has formulated deed
restrictions (CC&Rs) and Bylaws which serve as a guide
to its formation and operation.
- Where can I find the approved home colors?
Under the HOA documents tab select Approved Paint Colors. Note: homes on either side of you should be a different color. Please submit an Exterior Change Request form, also located under HOA Documents to

- I want to paint my house, change my house numbers or put a planter in the front yard:
Any changes made to the front of the house requires design approval. An Exterior Change Request form can be located under the HOA Documents tab and emailed to the Design Review Department at
designreview@kinneymanagment.com or fax to 480-820-7441.
- I want to replace my windows:
Current approved trim colors is dark brown or off black. Window replacement is also subject to approval from the Design Review Department. An Exterior Change Request form can be located under the HOA Documents tab and emailed to the Design Review Department at
designreview@kinneymanagment.com or fax to 480-820-7441.
- I would like to add plants to the front yard:
A Landscape Request Form can be located on the HOA documents tab and emailed to the Design Review Department at
designreview@kinneymanagment.com or fax to 480-820-7441. Landscaping changes are also subject to approval.
- What if my cable provider just replaced my cables?
The cables are required to be painted the same color as the house. Neighbors helping neighbors can be contacted at
camalah@kinneymanagement.com if assistance is needed getting light work done around the house.
- When is bulk trash and how soon can I put my items out?
You can find the bulk trash pick up calendar at Phoenix.gov. You can even sign up for email updates. City ordinance allows nine days prior to the scheduled collection week to place bulk trash out for collection. Items may not be placed out any sooner.
- What if I forgot to pay my HOA dues?

- What if I want to make changes to my backyard?
Changes made to the side and backyard generally don’t need approval unless it can be seen from the street. If you are unsure, please submit an Exterior Change Request form to the Design Review Department at

- My neighbors dogs are barking:
We ask that an attempt be made to resolve the issue between neighbor to neighbor. If that is unsuccessful you may contact the City of Phoenix to address a dog barking issue.
- What day is trash pick up?
Wednesday is trash day for both trash and recycle cans. Cans may be placed out Tuesday evening and all cans are required to be removed from site by Wednesday evening. If you are leaving your can out for repair/replacement please send an email to
